Hi, I'm Sabrina Raphael.MBAPMPPMOCP

I turn complexity into collective action.

I’m a Fractional Project Management Office (PMO) Leader and Program Management Consultant, with PMP (Project Management Professional) and PMOCP (Project Management Office Certified Professional) certifications. I help nonprofits, civic organizations, and social enterprises turn complex challenges into meaningful progress by building the structure, strategy, and systems they need to move forward, without the cost of hiring a full-time PMO leader.

What I bring

A nonprofit team working through a project timeline on a wall of sticky notes

My strength is connecting what technology can't easily see: the people, relationships, institutional context, competing priorities, and lived realities behind the work.

I listen across perspectives, find the throughline, build alignment, and translate it into practical systems people can actually use.

From organizational growth and systems implementation to civic leadership, workforce development, fundraising, and arts and culture, I work where complexity is high and the path forward isn't yet clear.

The work isn't simply to create the plan. It's to create the conditions for people to move together.

Why organizations call

Most of the teams I work with have a strong mission and more priorities than their staff can carry. They usually reach out when:

  • A strategic plan was approved and very little has moved since.
  • A major initiative is behind schedule, over budget, or stuck.
  • Project work lives in inboxes, spreadsheets, and a few people's heads.
  • A grant, capital campaign, or new program needs disciplined delivery.
  • Leadership needs PMO-level oversight but can't justify a full-time hire.
  • The board is asking for clearer reporting on progress and risk.

Services

Four ways I help, depending on where your organization is today.

Fractional PMO leadership

When you need someone running the work, part-time.

I step in as your part-time PMO lead or program manager: running the project portfolio, keeping priorities visible, and reporting progress to leadership and the board.

Includes Fractional PMO Lead and Fractional Program Manager

PMO Setup

When you need structure your team can run on its own.

I design the intake, prioritization, reporting, and governance systems your organization needs, with practical templates and training tailored to your team's size, capacity, and goals.

Delivered as a fixed-fee buildout

Project rescue

When something important is stalled or at risk.

A fast, honest assessment of what's off track, a reset plan everyone can agree to, and hands-on recovery until the project is steady again.

Short assessment, then fractional support

Executive support and change

When leadership is driving a major change and needs it to land.

Planning the rollout, aligning staff and stakeholders, facilitating the hard conversations, and making sure the new way of working sticks after launch.

Includes Executive Project Support and Change Management + Implementation

Ways to work together

Every engagement is scoped to your goals, budget, and capacity. We'll talk through fees on the intro call.

Monthly PMO advisory

Ongoing monthly retainer

Regular working sessions, portfolio reviews, and on-call guidance for your leadership team.

Best for
Teams that handle their own delivery and want an experienced advisor alongside them.

Fractional project or program management

Embedded, set hours each month

I work inside your team as the dedicated lead for a major initiative or portfolio.

Best for
A priority initiative that needs a dedicated owner, or a project that needs rescuing.

Fixed-fee PMO buildout

Defined scope, timeline, and price

A clear project to put lasting structure in place, with handoff and training at the end.

Best for
Organizations ready to build a PMO their own staff will run.

How it starts

Three steps from first conversation to a clear plan.

  1. Intro call

Send a note and we'll set up a short call to talk through what's going on and whether I'm the right fit.

  2. Assessment

A short review of your current projects, team capacity, and priorities.

  3. Proposal

A recommended engagement with scope, timeline, and fee. No obligation.
